Main Mission

The Product Manager will be responsible for managing the design, development, launch, and optimization of digital products tailored for both citizens and public administrations. He/she will work in close collaboration with technical teams (digital governance, devfactory, operations, data), internal stakeholders (communications, support), and external partners (ministries, public agencies, and end-users) to guarantee that products meet user needs while adhering to the quality and compliance standards established by ATD.

The Product Manager's performance will be measured against the following Key Performance Indicators (KPIs):

  • Service adoption rate

  • User satisfaction rate (CSAT / NPS)

  • Monthly Active Users (MAU)

  • Time-to-market / Lead time

Responsibilities

1. Product Lifecycle Management

  • Define and manage the digital product roadmap based on the strategic priorities of both the product sponsor and ATD.

  • Oversee all stages of the product lifecycle (from conception to deployment and continuous optimization).

  • Ensure agile product management by leveraging appropriate methodologies (Scrum, Kanban, etc.).

2. User Needs Analysis

  • Gather, analyze, and formalize the needs of users (citizens, civil servants, and other stakeholders).

  • Organize surveys, interviews, and user testing to ensure that developed products meet real-world expectations.

  • Establish user satisfaction metrics and track their evolution.

3. Collaboration with Technical Teams and Stakeholders

  • Work collaboratively with technical and development teams (Solutions Architect, Scrum Master, backend, frontend, UX/UI) to ensure products are designed and built according to requirements.

  • Maintain fluid and clear communication with internal and external stakeholders (ministries, other government agencies, end-users) to drive product buy-in.

  • Act as the primary point of contact for all product-related questions.

4. Product Launch and Monitoring

  • Coordinate product launches, ensuring that deadlines, quality standards, and scopes are strictly met.

  • Monitor product performance post-launch using KPIs and implement corrective actions when necessary.

5. Continuous Improvement and Innovation

  • Gather regular user feedback to continuously iterate and improve existing products.

  • Propose innovative enhancements to make products more efficient, accessible, and easy to use.

  • Maintain a technological watch to integrate the latest trends in digital public services for administrations and citizens.

Required Skills

  • Product Management Skills: Proven experience in managing the lifecycle of digital products, from conception to optimization.

  • Agile Methodologies: Solid experience using Agile frameworks (Scrum, Kanban, etc.) to manage product initiatives.

  • Analytical Skills: Ability to analyze both quantitative and qualitative data to identify user needs and drive product enhancements.

  • Communication and Collaboration: Excellent communication skills and a proven ability to work effectively with cross-functional teams (technical, design, marketing, etc.).

  • Understanding of Government Challenges: Good comprehension of the specific challenges related to public service digitization and the expectations of citizens and public administrations.

  • UX/UI and User Experience: Strong grasp of user-centered design principles and the ability to embed this approach into product development.

  • Prioritization & Time Management: Ability to balance multiple projects and priorities while meeting strict deadlines and quality requirements.

Qualifications

  • Education: Master’s degree (BAC+5) in Business Administration, Product Management, Computer Science, Engineering, or a related field.

  • Professional Experience: A minimum of 5 years of experience in digital product management or delivery-focused project management; previous product management experience in the public sector is a plus.

  • Technical Skills: Familiarity with project management tools (Jira, Trello, Asana), data analysis tools (Google Analytics, Excel, PowerBI, etc.), and UX/UI principles.
