Main Mission

Within the framework of the Togolese Administration's accelerated 360-degree digitalization program, the Senior IT Infrastructure Project Manager will be responsible for leading, coordinating, and supervising the implementation of infrastructure initiatives (managed cloud deployment, internal network rollouts, sector-specific analysis rooms, etc.).

He/she will act as the operational interface between ATD and technical stakeholders, such as the contractors and vendors selected for the physical execution of infrastructure works. He/she must guarantee the quality, compliance, security, and proper execution of infrastructure projects while ensuring strict adherence to schedules, budgets, and defined technical requirements.

In the execution of their duties, the Senior IT Infrastructure Project Manager is expected to deliver or validate the following key outputs, depending on the specific typology of the projects under their purview:

  • Technical Architecture Blueprints: networks, systems, security setups, and equipment specs;

  • Infrastructure deployment and implementation roadmaps;

  • Technical Specifications (Terms of Reference) for equipment procurement and system solutions;

  • Assessment and validation reports on proposed architecture plans;

  • Project progress reports: timelines, budgets, risks, and critical roadblocks;

  • Technical handover and facility commissioning sign-off sheets;

  • Operations, administration, and infrastructure maintenance runbooks;

  • Training kits and master decks tailored for end-users and IT administrators;

  • Training session delivery assessments and knowledge transfer reports;

  • Project closure reports including post-mortem analysis, gap variances, residual risks, and strategic recommendations.

The Senior IT Infrastructure Project Manager will work in close collaboration with the Agency’s various departments and internal teams. He/she may also be called upon to support the design, review, technical acceptance, and continuous optimization of underlying infrastructures built for broader digital projects led by ATD.

Responsibilities

1. IT Infrastructure Project Steering and Management

  • Lead assigned IT infrastructure projects from the initial scoping phase through to final operational handover.

  • Plan, coordinate, and perform operational tracking of activities related to networks, systems, physical hardware, and sector-specific analysis rooms.

  • Monitor project timelines, costs, quality benchmarks, risks, and internal/external dependencies.

  • Implement appropriate operational tracking and project management tools.

  • Generate regular progress reports for the Technical Direction, the PMO, and relevant stakeholders.

2. Vendor and Third-Party Provider Coordination

  • Serve as the core technical and operational liaison between ATD and infrastructure service providers.

  • Coordinate technical exchanges regarding the design, deployment, and operation of internal networks within beneficiary public administrations.

  • Ensure the needs and requirements expressed by beneficiary administrations are fully integrated into project plans.

  • Facilitate smooth alignment between ATD internal teams, service providers, hardware vendors, and public administrations.

  • Proactively identify project bottlenecks and propose strategic trade-offs or corrective actions.

3. Architecture Validation and Technical Compliance

  • Analyze and validate technical infrastructure designs proposed by external contractors and technical partners.

  • Verify that proposed architectures satisfy core business needs, align with the Agency’s strict technical guidelines, and meet applicable security baselines.

  • Audit the structural consistency of technical choices involving networks, systems, cybersecurity, virtualization, hardware, and interconnections.

  • Ensure the scalability, resilience, maintainability, and high-performance of all newly deployed infrastructures.

  • Active participation in technical reviews and architectural validation committees.

4. Procurement, Installation, and Infrastructure Commissioning

  • Participate in defining technical requirements for corporate-grade hardware, solutions, and infrastructure services.

  • Draft or validate technical specifications and tender documents for infrastructure acquisitions.

  • Support procurement workflows in alignment with purchasing teams, vendors, and contractors.

  • Coordinate the physical installation, software configuration, system testing, and final commissioning of technical equipment.

  • Supervise technical acceptance testing (UAT) and verify the strict compliance of all physical facilities.

5. Implementation of Sector-Specific Analysis Rooms

  • Oversee the end-to-end design, staging, installation, and commissioning of sector-specific analysis rooms.

  • Coordinate engineering tasks related to room layouts, specialist equipment hooks, core connectivity, physical/logical security, and day-to-day operations.

  • Ensure that these analysis rooms seamlessly fulfill the operational workflows of beneficiary administrations.

  • Guarantee the availability of clear operating runbooks, usage procedures, and maintenance manuals.

  • Leverage post-deployment feedback to drive continuous improvement of the sector-specific analysis room model.

6. Training, Knowledge Transfer, and Change Management

  • Coordinate and supervise the delivery of training programs tailored to end-users, system administrators, and internal technical teams within beneficiary administrations.

  • Quality control training resources, user guides, and system administration runbooks.

  • Ensure an effective and deep transfer of the technical skills required to operate, manage, and maintain the newly deployed infrastructures.

  • Guide and support public administrations through the initial adoption and ownership phases of new hardware and software tools.

  • Gather stakeholder feedback to implement targeted post-deployment improvements.

7. Security, Quality Assurance, and Continuous Optimization

  • Guarantee that all structural installations comply with international engineering standards, cybersecurity protocols, and industry best practices.

  • Formulate risk profiles identifying technical, operational, and security vectors across infrastructure projects.

  • Engineer effective risk mitigation strategies and monitor their implementation.

  • Mandate and maintain exhaustive, up-to-date documentation for all deployed infrastructure blueprints.

  • Contribute to updating ATD's technical baselines, procedural frameworks, and compliance standards.

Required Skills

  • Network and Systems Architecture: Comprehensive mastery of enterprise environments (LAN, WAN, Wi-Fi architectures, perimeter security, virtualization, high-availability servers, storage fabrics, and disaster recovery storage).

  • Critical Infrastructure: Strong understanding of technical facilities, staging areas, server rooms, data center facility requirements, and environmental controls.

  • Architecture Auditing: Ability to scrutinize, challenge, and sign off on complex technical designs proposed by global vendors or external contractors.

  • Project Delivery: Solid, proven track record leading complex, enterprise-grade IT infrastructure projects.

  • Methodologies & Tooling: High proficiency in standard project life cycles (Waterfall/V-model, Agile, Scrum, Kanban) along with industry project planning and monitoring software.

  • Procurement Literacy: Sound understanding of technology acquisition processes, technical tender evaluations, and vendor management.

  • Ecosystem Soft Skills: Excellent verbal and written communication; exceptional organizational, matrix-coordination, and task-prioritization habits.

  • Mindset: Strong leadership traits, extreme accountability, rigor, autonomy, and diplomacy when dealing with multi-stakeholder government environments.

  • Security & Continuity: Deep understanding of enterprise cybersecurity principles, high availability architectures, performance tuning, and business continuity.

Qualifications

  • Education: Master’s degree (BAC+5) in Computer Science, Network Engineering, Telecommunications, Information Systems, or a related engineering field.

  • Professional Experience: A minimum of 5 to 8 years of experience as an IT infrastructure project manager.

  • Proven Track Record: Solid background supervising network deployments, critical enterprise infrastructures, technical facilities, data centers, or high-density technical platforms.

  • Sector Context: Prior experience within an institutional, public administration, or government-level digitization framework is a highly definitive asset.

  • Professional Certifications: Industry-standard credentials in project management or core infrastructure are highly valued (e.g., PMP, PRINCE2, ITIL, Cisco, Fortinet, Microsoft, VMware, cloud architecture certifications, or equivalent).

Job Requirements and Challenges

  • Coordinating a wide array of technical, institutional, and operational stakeholders across lines of command.

  • Simultaneous management of multiple concurrent infrastructure projects, remote locations, and construction/staging sites.

  • Ability to travel frequently to the target sites of beneficiary public administrations.

  • Uncompromising quality, compliance, security, and high-availability demands.

  • Navigating tight contractual schedules and maintaining clear head spaces under tight rollout deadlines.

  • Strict obligation to maintain professional confidentiality, rigorous record-keeping, and full decision traceability.
