Human Resources Officer

Main Mission
The Human Resources Officer will be responsible for the day-to-day management of HR activities within Agence Togo Digital. He/she will ensure the implementation of HR policies and procedures, support recruitment and talent management, and monitor employee performance as well as professional development within the Agency.
Responsibilities
1. Recruitment and Integration
Manage the end-to-end recruitment process: drafting and distributing job openings, screening applications, conducting interviews, and selecting candidates.
Define and implement the onboarding process for new hires, including the preparation of administrative documents and scheduling integration training.
Monitor hiring needs and anticipate the talent profiles required by the agency.
2. Personnel Administration Management
Manage administrative employee files, including contracts, absences, leaves, and sick leave.
Monitor, document, and draft employee performance and conduct reports (tardiness, repeated absences, behavior, etc.).
Prepare and track payroll variables in collaboration with the finance and accounting department.
Track and update information related to employee benefits, such as insurance and bonuses.
3. Skills Development and Performance Management
Identify training needs and coordinate the implementation of skills development programs for staff.
Monitor performance management, supporting managers during performance evaluations and the implementation of employee development plans.
Participate in employee career management, including professional growth planning and internal mobility.
4. Legal Watch and HR Compliance
Ensure compliance with Togolese labor laws and Agence Togo Digital’s internal rules and regulations.
Maintain a regulatory watch and ensure the application of internal human resources management policies (labor code, collective bargaining agreements, etc.).
Manage relations with administrative authorities and social security institutions (CNSS, tax authorities, etc.).
5. Internal Communication and Corporate Culture (Optional)
Contribute to internal communication management, including the dissemination of key information to staff.
Participate in initiatives aimed at strengthening organizational culture and promoting a positive work environment.
Organize capacity-building activities and team-building events.
6. Managerial Support
Provide daily support to managers on HR issues (team management, conflict resolution, talent management).
Advise and guide managers in leading their teams and handling complex situations.
Required Skills
Human Resources Management: Deep knowledge of HR processes, including recruitment, career pathing, and performance management.
Labor Law: Strong command of labor legislation and the legal aspects of human resources management.
Communication and Interpersonal Skills: Excellent written and verbal communication skills, with an ability to build solid relationships at all organizational levels.
Organizational Skills: Ability to handle multiple tasks simultaneously, prioritize workloads, and meet strict deadlines.
Confidentiality and Ethics: Strong professional ethics and discretion when handling sensitive information.
IT Skills: Proficiency in office productivity suites (Word, Excel, PowerPoint) and Human Resources Information Systems (HRIS).
Stress Management: Ability to work under pressure and manage unexpected situations calmly and effectively.
Qualifications
Education: Master’s degree (BAC+5) in Human Resources Management, Business Administration, Law, or a related field.
Professional Experience: A minimum of 5 years of experience in a similar role, preferably within the ICT/Tech sector.
Languages: Full professional proficiency in French (written and spoken); fluency in English is a strong asset.
