Main Mission

As part of the accelerated digitization program of the Togolese Administration, the Technical Delivery Manager will be responsible for steering, coordinating, and supervising the effective delivery of digital solutions developed, integrated, or deployed by Agence Togo Digital.

He/she ensures that the solutions delivered to the beneficiary administrations meet the expressed needs, align with the Agency's technical directions, and are properly developed, documented, tested, secured, and ready for operations.

He/she ensures coordination between architecture, development, integration, quality, security, and production activities to guarantee a reliable, controlled delivery that complies with committed targets.

The Technical Delivery Manager acts as an operational interface between technical teams, project managers, contractors, and business stakeholders. He/she ensures that the expected technical deliverables are produced on time, validated according to the Agency's standards, and handed over to the relevant teams for user acceptance testing (UAT), deployment, and operations.

In the execution of their duties, the Technical Delivery Manager is expected to produce, update, or validate the following deliverables, depending on the scope of the assigned projects and solutions:

  • Technical delivery plans for digital solutions

  • Development, integration, technical acceptance, and production release schedules

  • Technical design blueprints and application architecture documents

  • Detailed technical specifications and integration documents

  • Repositories of development, documentation, and delivery standards

  • Technical tracking reports: progress, risks, dependencies, bottlenecks, and trade-offs

  • Registers of expected, produced, validated, and transferred technical deliverables

  • Go-to-UAT and Go-to-Production sign-off files

  • Technical, code, or architecture review reports

  • Corrective action plans related to quality, performance, security, or compliance gaps

  • Project technical closure reports including assessments, variances, residual risks, and recommendations

The Technical Delivery Manager works in close collaboration with the Agency’s various departments and teams. He/she may also be called upon to support the design, review, integration, technical acceptance, production release, and continuous improvement of digital solutions driven by ATD.

Responsibilities

1. Steering the Technical Delivery of Digital Solutions

  • Lead the technical delivery of digital solutions from the design phase through to handover for UAT, production, or operations.

  • Structure the technical activities required to produce deliverables: design, development, integration, technical testing, documentation, and deployment preparation.

  • Track deadlines, workloads, dependencies, risks, and bottlenecks related to technical activities.

  • Establish the necessary tools and rituals to monitor the technical progress of projects.

  • Provide regular reporting to the Executive Committee (Executive Management, Technical Direction, and PMO) and relevant stakeholders.

  • Ensure that project technical commitments are realistic, tracked, and met.

2. Coordinating Technical Teams and Contractors

  • Coordinate the activities of development, architecture, DevOps, QA, security, infrastructure, and operations teams.

  • Act as the main technical interface for contractors, integrators, software vendors, and suppliers involved in the projects.

  • Clarify roles, responsibilities, dependencies, and expected deliverables for each technical stakeholder.

  • Monitor the production of both internal and external technical deliverables.

  • Anticipate bottlenecks and propose trade-offs or corrective solutions.

  • Ensure fluid information flow between project, technical, and business teams.

3. Supervising Architecture, Design, and Development

  • Ensure solutions align with the Agency's architecture principles, technical standards, and strategic directions.

  • Participate in technical design and application architecture reviews.

  • Ensure chosen technical options are suited to business needs, security constraints, performance, maintainability, and scalability.

  • Supervise development organization and its alignment with functional and technical specifications.

  • Oversee code quality, technical documentation, and the application of development best practices.

  • Guarantee that developed solutions are fully integratable, testable, secure, maintainable, and operational.

4. Technical Deliverables and Documentation Management

  • Participate in defining the expected technical deliverables for each project or solution.

  • Ensure the production, completeness, consistency, and validation of technical deliverables.

  • Quality-control produced documents: architecture, design, APIs, installation, configuration, operations, maintenance, and integration.

  • Maintain the traceability of technical decisions, trade-offs, versions, and sign-offs.

  • Guarantee proper handover of deliverables to QA, operations, infrastructure, and security teams, as well as beneficiary administrations when required.

  • Centralize and capitalize on technical deliverables to encourage reuse, standardization, and continuous improvement.

5. Technical Quality, Testing, and Delivery Compliance

  • Define technical acceptance criteria for deliveries in coordination with QA, security, infrastructure, and operations teams.

  • Ensure that delivered solutions comply with requirements for quality, security, performance, availability, and operability.

  • Coordinate required hotfixes and corrections when gaps are identified during reviews, tests, or acceptance phases.

  • Ensure that technical testing requirements (integration, performance, security, and non-regression testing) are fully taken into account.

  • Participate in technical validation committees before UAT or production deployment.

  • Provide reasoned technical opinions on the maturity of solutions slated for delivery.

6. Production Release Preparation and Handover to Operations

  • Coordinate technical production release readiness with project, QA, DevOps, infrastructure, security, and operations teams.

  • Ensure the availability of all required prerequisites: documentation, QA sign-off, deployment plan, rollback plan, operating procedures, monitoring, and support.

  • Verify that solutions are properly packaged, configured, versioned, and deployment-ready.

  • Participate in validating Go-to-Production dossiers.

  • Manage the technical handover to the teams in charge of operations and support.

  • Capitalize on post-deployment feedback to continuously improve delivery practices.

7. Risk Management, Trade-offs, and Continuous Improvement

  • Identify technical risks likely to impact delivery quality, timelines, or compliance.

  • Set up mitigation plans and track their execution.

  • Alert the Technical Direction and PMO regarding critical risks, major variances, or required architectural trade-offs.

  • Propose improvements to the processes of design, development, integration, documentation, testing, and delivery.

  • Contribute to standardizing technical practices within the Agency.

  • Foster the industrialization and automation of recurring development, integration, and delivery activities.

Required Skills

  • Delivery Lifecycle Expertise: Solid mastery of the digital solution delivery cycle: technical scoping, design, development, integration, testing, UAT, production release, and operational handover.

  • Modern Architectures: Strong knowledge of modern application architectures: web apps, mobile apps, REST APIs, microservices, databases, cloud, containers, and distributed systems.

  • Technical Scrutiny: Ability to understand, challenge, and validate architecture, design, and development choices.

  • Project & Delivery Management: Proficient in project management and delivery methods: Agile, Scrum, Kanban, V-model, dependency management, and roadmap tracking.

  • Software Engineering Practices: Strong understanding of software engineering standards: code reviews, development standards, version control (Git), technical documentation, automated testing, and continuous integration.

  • Tooling Proficiency: Mastery of project tracking and delivery tools: Jira, Odoo Project, Azure DevOps, Trello, GitLab, or equivalent.

  • DevOps & CI/CD Foundations: Good understanding of DevOps and CI/CD practices: Git, Jenkins, GitHub Actions, GitLab CI, Docker, Kubernetes, or equivalent.

  • Non-Functional Requirements: Good understanding of application cybersecurity challenges, performance, availability, maintainability, and operability.

  • Cross-Functional Coordination: Proven ability to coordinate multidisciplinary technical teams and external contractors.

  • Deliverable Quality: Ability to produce, review, and validate structured technical deliverables.

  • Risk Management: Ability to analyze technical risks, identify blockers, and propose technical trade-offs.

  • Communication & Leadership: Excellent written and verbal communication skills. Strong organizational, prioritization, reporting, and coordination capabilities. Technical leadership, rigor, autonomy, and an analytical mind.

  • Adaptability: Ability to operate in a changing, multi-stakeholder, institutional environment.

  • Professional Rigor: Driven by quality, confidentiality, traceability, and commitment fulfillment.

  • Languages: Native-level fluency in French (written/spoken); strong command of technical English.

Preferred Education and Experience

  • Master’s degree (BAC+5) in Computer Science, Software Engineering, Information Systems, Software Architecture, Engineering, Digital Transformation, or a related field.

  • A minimum of 10 years of professional experience in software development, application architecture, technical delivery, IT project management, or digital solution integration.

  • At least 2 years of experience in a technical coordination or leadership role: Lead Developer, Tech Lead, Engineering Manager, Technical Lead, Technical Project Manager, Delivery Manager, or equivalent.

  • Proven track record in delivering complex digital solutions or high-user-exposure platforms.

  • Experience coordinating cross-functional teams: development, architecture, QA, DevOps, security, infrastructure, or operations.

  • Experience steering technical contractors, integrators, or software vendors.

  • Previous experience in a public, institutional environment or in public administration digitization projects would be a strong asset.

  • Certifications in project management, agility, architecture, DevOps, or quality would be highly valued: PMP, PRINCE2, Scrum, SAFe, ITIL, TOGAF, DevOps, Cloud, or equivalent.

  • Absolute necessity to maintain rigorous traceability of technical decisions, validations, deliverables, and changes.

  • High availability required during critical phases of UAT, delivery, deployment, or when resolving major delivery-related incidents.

  • High standards regarding confidentiality, security, and alignment with the Agency's guidelines.

  • Mandatory regular reporting to the Technical Direction, the PMO, and steering bodies.

  • Need to tailor communication styles for technical, business, institutional, and non-technical profiles.

  • Ability to work under pressure in a fast-paced, multi-project, multi-contractor environment with high institutional visibility.
