Enterprise Architect

Main Mission

Under the supervision of the Head of Architecture and Compliance, the Enterprise Architect will be responsible for co-designing, formalizing, and implementing the architecture of Togo's digital government. His/her objective will be to guarantee the consistency and compliance of digital projects within the public administration by ensuring the clear communication of technical concepts and steering integration processes.

In the execution of their duties, the Enterprise Architect is expected to deliver the following outputs:

  • Target architecture blueprint (macro and detailed)

  • Project architecture files (High-Level Design / Low-Level Design)

  • Repository of architecture standards and principles

  • Documentation on project governance frameworks (processes, committees, validation workflows)

  • Architecture review and compliance monitoring reports

Responsibilities

1. Digital Architecture Design

  • Collaborate with all technical teams to design the overall architecture of Togo's digital government, ensuring it meets the country's strategic, technological, and operational needs.

  • Define standards and best practices for the technologies used within the framework of government projects.

2. Documentation and Concept Simplification

  • Write detailed architecture documentation, ensuring it is clear, comprehensive, and understandable for the various project stakeholders.

  • Translate and articulate complex architecture concepts for both internal and external stakeholders, including technical teams and decision-makers.

3. Compliance Assurance

  • Implement tools and processes to guarantee that digitization projects adhere to architectural standards and comply with security, performance, and interoperability requirements.

  • Maintain a continuous technological watch and update enterprise architecture best practices accordingly.

4. Architecture Project Management

  • Oversee the integration of digital solutions into the government's digital ecosystem, ensuring a scalable and adaptable architecture.

  • Support technical teams in implementing the defined architectures and resolve issues encountered during integration.

5. Stakeholder Collaboration

  • Work closely with the Agency's various departments, as well as with ministries and external partners, to ensure project alignment with the global digitization vision.

  • Participate in steering committees and provide technical expertise to support strategic decision-making.

Required Skills

  • Enterprise architecture expertise, with strong proficiency in standard frameworks and methodologies (TOGAF, Zachman, etc.).

  • Solid experience in the design and integration of complex information systems, particularly within a government or public sector environment.

  • Deep knowledge of digital technologies (Cloud, Data, AI, Cybersecurity) and their associated governance processes.

  • Proven ability to explain and simplify complex technical concepts for non-specialist audiences.

  • Excellent communication, teamwork, and project management skills.

  • Ability to manage projects in a dynamic and constantly evolving environment.

Qualifications

  • Master’s degree (BAC+5) or equivalent in Computer Science, Engineering, or Information Systems Management.

  • 5 to 10 years of professional experience in a similar role, ideally within the public sector or in the digitization of government services.
